Mission statement behind the recall of a political opportunist:
We are recalling Supervisor Alfredo Pedroza because of his misuse of his position on the Board of Supervisors to financially benefit himself and his extended family. He is currently under investigation by the California Fair Political Practices Commission for his part in secretly using equity in his home to purchase land for his father-in-law, which is adjacent to Walt Ranch, one of the most contentious projects in Napa’s history. Until caught, he did not recuse himself from voting on the project.
Even if deemed legal, his actions are corrupt. Corrupt politicians are not novel, but we have the responsibility to stop one more from falling through the local cracks and further stripping society of democracy and transparency. Operating from a “think global, act local” mindset, we intend to run a clean, yet aggressive campaign to bring more transparency to Napa, restore our democracy, and pave the way for good governance going forward in Napa County.

October 11, 2022 Recall Alfredo Pedroza officially given green light to begin gathering signatures. Click here to see the letter from elections official John Tuteur. August 30, 2022 Lisa Seran served Alfredo Pedroza the Notice of Intent to Recall, signed by 36 members of the old County District 4. The notice read as follows: “Napa County Supervisor Alfredo Pedroza (District 4) has betrayed the public trust and violated Napa County’s Code of Ethics by using his political office for personal gain. Mr. Pedroza has repeatedly placed personal interest and the interests of his largest campaign donors ahead of public interest. He has allowed familial, social, and political relationships to influence his decisions. He has been neither candid nor transparent with the Napa community. A most recent example is his vote to approve Walt Ranch, whose owner has donated $43,100 to his supervisorial campaigns. Mr. Pedroza is an imprudent manager of public resources and his derelict decision-making has caused great financial loss. His support of an unnecessary investigation into fellow Supervisor Belia Ramos, the inexplicable firing of Undersheriff Jon Crawford, and the controversial severance package of ex-CEO Minh Tran are a few recent examples. Napa County should no longer bear the financial and societal costs of Supervisor Pedroza’s conduct. Because Supervisor Alfredo Pedroza has betrayed the public trust and failed to uphold the high standards of integrity, accountability, and service required of his office, we hereby declare that he has failed his constituency and must be recalled.” |

THINGS TO KNOW
1) Supervisor Alfredo Pedroza voted repeatedly to approve the infamous Walt Ranch project, a huge vineyard development project in the county’s eastern hills. That the project is highly questionable environmentally is hard to dispute, but, along with other supervisors, Pedroza voted in favor of development. For him, it’s not terrific optics given that the land is owned by the Hall family, his largest campaign donors (around $43,500).
2) Much worse: while he was voting to approve the Walt Ranch project, he arranged to buy a 400+ acre parcel directly adjacent, with his father-in-law heading up the LLC that would own it. He said nothing about the purchase publicly, nor did recuse himself from voting on Walt Ranch issues even after the purchase. He recused himself only after he was caught and the story came to light. It is certain he and his family will benefit hugely from development of lands next door to Walt Ranch.
3) He and his father-in-law bought the land from Peter Read, Pedroza’s 3rd largest donor ($23,000). They bought it for $2 million, though the appraised value was $3.5 million. Could he have done this without his political position? Supervisors are paid a bit over $8,000/mo after taxes. Somehow, he was able to refinance his personal home for $2.7M, double its worth, with Poppy Bank in October 2021, despite having refinanced $702,000 in April 2021 and $655,400 in September 2020.
4) At least as disturbing as everything noted here is the fact that, even now, he refuses to own his actions. He admits to nothing, not even to say he made some bad judgements. In fact, he told many lies to distance himself from the situation, all printed in the Napa Register. Among them, he said he had no involvement with the LLC after May of 2021, when in fact it was discovered he was signing property tax checks for the land in December 2021. The Grant Deed and other important documents were mailed to his home, not to his father-in-law.

A bargain?
For better government? YES!
Some have asked to see some of the county's other expenditures. Here are the invoices for the second, completely unnecessary investigation into the throw away vaccine Belia Ramos received, totaling $110,000+. This was pushed forth by then Chair, Alfredo Pedroza.
