How does Alfredo Pedroza do it?
On June 26, 2023, Alfredo Pedroza sold his primary residence, 332 Troon Drive, for $1,625,000.00, which comes in at $735 per square foot,  bringing in more value than any of his neighbors homes. The appraised market value is $1,541,660. The Pedroza's sold their home to their neighbor, who sold their $1,718,540 home for $1,693,500, at just $549/square foot. Perhaps they were downsizing, trading in their 3,082 sq ft home for the Pedroza's 2,211 square feet.

But where did the Pedroza's go and how, considering how many loans they have already taken against their former home?

So how did Alfredo do it?

On July 7, 2023, Alfredo Pedroza purchased their new home for $1,355,000.00, which was valued at $1,376,250.00, paying $613 per square foot. Unlike his neighbors, he scored. Is he just very savvy? But more importantly, how does he afford it?

Well known local "loan shark" and campaign contributor to Alfredo Pedroza, Mr. George Altamura, has stepped up to the plate, again, for the Pedroza family, loaning Alfredo Pedroza $1M, recorded on July 10, 2023.

So how did Alfredo pay off his other debt? And what about those downtown businesses he's taking a cut of? All good questions...stay tuned!

​Alfredo Pedroza took out yet another $200K against his home on October 26 2022, in addition to the $2.7M loan against this same house for the Viñedos AP property he failed to disclose until uncovered by the public. Zillow lists his home value at $1.3M. Given his current legal fees, his production of media to gaslight the public, (which contains no FPPC funding disclosures despite its heavy political stance), and development of the V AP property, Alfredo Pedroza is carrying a lot of expenses. He did sell the Trinity Way property he bought from his parents in July, 2022 for $700K, but he had already pulled equity out of it in 2013, 2015 and 2017. On a side note, it was reported from a trusted source that he had told his tenants that that he would not sell, but then hit them with a thirty-day notice.

In November 2022, Alfredo Pedroza purchased 1827 Clay St with someone by the name of Leodegario Flores Martinez, (a campaign donor),  for a 50/50 split of ownership. Alfredo's
 take home pay is around $6,500 a month, so not even close to what it takes a non-politician to get these loans. 

How could the public get these types of deals?
Would he have disclosed this new property on his 700 form next year? Well, now that we've publicized it, likely. 
Is he making other money he is not disclosing?
Is he charging outside "consulting fees" to developers for doing the job he was elected to do?
Seriously, how does a guy with his familial responsibilities who takes home $6,500 month pull this off?
He told the NVR the $2.7M would come off in "a few months." And?
Is this racketeering?

​“You’ve been asked for months and months to do an investigation, start an internal investigation over Alfredo Pedroza’s involvement with the Walt Ranch. And of course, of course, Diane’s not going to do it, Ryan is not going to do it, and Alfredo is not going to do it. Why are these three people uninterested in an investigation? …They hold the power to take Alfredo down and to serve justice for all…The Halls have bought Alfredo, they have bought Mike Thompson, they have bought judges, they think, they think they own us and can do whatever they want. But, if we hold Mike Thompson accountable and we start asking Mike Thompson how come there’s no federal investigation here, maybe Christmas will come early and we’ll see Alfredo in handcuffs before too long.” -Jim Hinton during general public comment at the Napa County Board of Supervisors meeting August 23, 2022, video below.

However, disappointingly, Supervisor Diane Dillon then delivers a cryptic message regarding "(an) investigation regarding the recording." The recording? Is she talking about Minh Tran's audio where he tells staff he is not taking the job in Riverside? She is not clear, but this is our best guess. Still, it is uncertain if the recording was made by a staff member or by Minh Tran himself, in order to obtain the 18 months of severance pay. Who knows? Only Minh Tran and perhaps, maybe, Diane Dillon and Alfredo Pedroza. This is just a guess as guessing is all we the public can do with the present board where transparency is non-existent. We this is a bit odd to say the least, that the Board would agendize an audio recording, but not their colleague's use of his office for his financial and familial gain.

By many accounts, County Supervisor Alfredo Pedroza is a nice guy. Some identify him as savvy. He is also apparently ambitious, but in America ambition is no crime, unless of course you happen to be a woman. Sexism lives!
So Supervisor Pedroza has a sizable base of support. Yet however you view him and his public persona, there are disturbing elements in his behavior regarding the 405 acres of land he acquired with his father-in-law in May of 2021, land adjacent to the controversial Walt Ranch vineyard project, located in the county’s eastern hills. Mr. Pedroza had consistently voted to approve various elements of the Walt Ranch project, even after acquiring the adjacent parcels of land, dubbed Vinedos AP LLC.

The activities of a Napa County public official don’t often yield such a clear tutorial in the contrast between mere public relations and actual probity, so it is very useful to examine Supervisor Pedroza’s words and actions, which have garnered justifiably great attention since February of this year.

Consider that at a Feb. 8 meeting of the Board of Supervisors, citizens raised glaring conflict of interest questions regarding the investment (Vinedos AP LLC) he made along with his father-in-law, and how its proximity to the Walt Ranch project could financially benefit his father-in-law and eventually the extended family.

At that meeting, after the investment was exposed, Mr. Pedroza said he would recuse himself from voting on subsequent Walt Ranch issues “out of an abundance of caution.” This is of course not strictly true. He recused himself for one reason only: because he got caught. Had no citizens spoken up, he surely would not have stepped back. A responsible recusal, out of a true “abundance of caution,” would have occurred in May of 2021, when he and his father-in-law purchased the 405 acres, or even as they considered the acquisition.

So is his response PR or probity?

Further, on the very same day the Vinedos AP LLC purchase was exposed at the BOS hearing, Mr. Pedroza contacted California’s Fair Political Practices Commission (FPPC) and presented them with his own version of the land deal. Based solely on incomplete information he himself submitted, the commission provided him with an “advice letter” saying that he appeared to have no conflict of interest. This lightning-fast move on his part is what is called “getting ahead of the message,” or “shaping the narrative.” It is precisely the same tactic employed by our former “president” in proclaiming the 2020 election fraudulent. There was of course no massive fraud in the election, but by quickly and publicly claiming there was fraud, he attempted to shape public opinion, feeding the confirmation bias of his supporters ahead of all the recounts, investigations, and court cases that ultimately proved him wrong.

So is Mr. Pedroza’s response PR or probity?

Still further: when the FPPC announced on March 25 that, based on information received from Napa citizens, they would pursue an investigation of Mr. Pedroza’s activities, his response was not to take responsibility for his actions, but to blame the times we are living in.

He said: “I should have been more sensitive to the fact that governing in a time of division, being a leader in this community, opens us up to additional scrutiny and hyperbole, but I will not be deterred.”
You see, it’s those darn divisive times we live in. It wasn’t his own decision to make the purchase that caused trouble for him, but the people who were scrutinizing him. It’s all their fault! So not only is he deflecting responsibility for his actions, but is also assuming a role that contains a whiff of martyrdom. He’s being unfairly called out by citizens expecting him to avoid “even the appearance of impropriety.” How dare they. By the way, it’s hard to make sense of his use of the word “hyperbole” in the statement, since every bit of information revealed about Vinedos AP LLC was true, and involved no exaggeration whatsoever.

PR or probity?

And finally, if you’re under investigation by the FPPC and eager to avoid “even the appearance of impropriety,” is it a great idea to hire as your attorney the man who ran the Enforcement Division of the FPPC from 2009 to 2015, Gary Winuk? It’s a move that only amplifies the impression of using insider connections to tilt the scales of justice in your favor. Yet this is exactly what Mr. Pedroza has done. It doesn’t even qualify as good PR, much less probity.

So regardless of the findings of the FPPC, whatever those might be, Mr. Pedroza is sending us messages that are not those of an inspiring leader, but rather of a canny political operative compulsively crafting a public image. Does this qualify as probity?

The majority of them did not mention anything about whether or not Alfredo Pedroza is connected to Vinedos AP LLC. Most of the speakers who came to show support had very specific talking points: that this is a racist issue, that this issue is being brought forward by a "small group" of "hateful" people, and that these people are making personal attacks. We at Diversity Watch Napa, which is POC founded and ran, to be clear, have neither found evidence of such behavior nor do we condone it. Ever. On the contrary, we have had numerous individuals reach out to us, from all walks of life, only seeking the truth. This was never personal. We have also concluded that the call for resignation is a sound one, that Alfredo Pedroza, by legal definition, is a partner to the Vinedos AP, LLC"

​THE TIMELINE:



Vinedos AP LLC, (Spanish for Vineyards AP), was opened as a business offering consulting services in January 2021 with Esteban Llamas named as the only member (as far as we can tell), who is a vineyard manager and resides in Soda Canyon, on Gallo's Stagecoach Vineyard property. The Vinedos AP LLC's business address was recorded as a PO Box inside St. Helena's Adams Street Shipping. His daughter, Brenda Pedroza, wife of Napa County District 4 Supervisor Alfredo Pedroza, also began the registration process for an LLC called Le Fe Vineyards, (Spanish for faith), on May 9, 2021, but it appears to not have been finalized. On May 28, 2021, Vinedos AP purchased 6 parcels, across from Peter Read's Circle R Ranch. The deeds for the 6 parcels were rolled into one and sold for $2M, with a $300,000 down payment and $1.7M in a private loan that appears to be a seller carryback by Peter Read, who originally purchased the properties with eleven others in 2015 for $22.8M+; this is a transaction worthy of further study. The County has the Roll Values totaling $3,540,187 as of May 28, 2021 for all 404.73 acres. Four months later, the parcels were refinanced for $2.7M by Poppy Bank. Coincidentally, Alfredo & Brenda Pedroza refinanced their home at the same time, also with Poppy Bank, for $2.7M. Zillow estimates their home value at $1.3M, which was originally purchased in 2015 for $760,000. Brenda Pedroza works as the Director of Philanthropy at Ole Health. Taxes on the parcels were paid in December 2021. In January 2022, George Altamura, Sr., paid off the seller carryback, and established a loan to Vinedos AP, so in addition to Poppy Bank, Vinedos AP also owes George Altamura, Sr., $1.76M.

Alfredo Pedroza's residence is estimated value at $1,245,000 per Zillow, February 2022. The Pedroza's did put in a swimming pool which will add a few grand and Napa prices have gone up, so it's not so outrageous, but we still have questions. The terms, mortgage vs collateral are similar, in that there is a lien that is attached to his residence for $2.7 million from Poppy Bank, which is referenced in the refi_AP_home_oct21 above.  In other words, if any terms default on the Vinedos AP property, (Alfredo Pedroza is saying he is using his primary residence as collateral), then it would default on both properties, 332 Troon and the 6 parcels.  

According to Alfredo Pedroza, he used his home to secure collateral for the 6 parcels. If that can be verified, then it would suggest that the $702,000 from April 2021 would be fixed and the $2M would be released from his primary residence when the six parcels note paid that back. However, the way it looks on public records is that his home has a first mortgage for $2.7M that paid off the April 2021 mortgage. So, there are missing pieces to verify the terms on both his primary residence and the six parcels and these terms of the loans are not public information. Alfredo Pedroza has a vested interest in the outcome of whatever happens to the six parcels. This makes Alfredo Pedroza a partner to Esteban Llamas, which is indeed a conflict of interest.

A new proposed fire tax on the June 2022 ballot is being discussed at the March 8, 2022 board of supervisors meeting. 

The Board of Supervisors is willing to put their efforts and political capital to prevent fires prospectively, but who will it help? There is also smoke coming from Vinedos AP on Atlas Peak, but they are not willing to look if there is a fire.

Alfredo Pedroza disclosed he met with Mike Reynolds, President of HALL Wines and also that he spoke to Chris Malan and Jim Wilson, both of whom are local residents and do not necessitate disclosure. This is the first public moment when it would have been appropriate to mention his family's dealings with the adjacent property. It is unclear why he mentioned the two local residents.

Piña Vineyard management drops off a forklift. Beth Nelsen arrived just in time to talk to the person who said they were dropping off a forklift because, "they are going to plant a new vineyard." When asked if they knew whose job it was or who the vineyard belonged to, they answered that they do not know but that they call this land, "Atlas AV." 

Five of the six parcels came with conservation easements. The northern most, where this is pictured, did not. It is 155.90 acres in size and is the largest of the six.

Community member Xulio posted this video on Facebook, taken February 28, 2022, of a person dismantling a Resign Alfredo sign and then putting it in the back of their white Audi station wagon. Napa County Cash was able to determine that the license plate on the vehicle is registered to Caymus Vineyards. The owner of Caymus is Charles Wagner, who donated $25,000 toward Alfredo Pedroza's 2020 campaign. The driver who dismantled the sign was also contacted and asked to return the sign, but has yet to respond.

​Who is esteban llamas?

We know he is Alfredo Pedroza's father in law and a Vineyard Manager for Stagecoach, owned by Gallo. We also know he owns two homes, one purchased in 1998 and the other in 2012. One of those tax bills, (Russell St), has never gone to Troon Drive, Alfredo's home, and the other, (Hahnemann), always went to Hahnemann, the address of the property, until the year the parcels were purchased.

​alfredo pedroza: a history of questionable behavior

 In this section, we aim to provide a thorough presentation. First, we will examine his 700 forms, which are public records where our elected officials are asked to disclose a snapshot their finances, however broad. Below you may examine the 700 forms and note the differences over the years. 

Since 2016, Alfredo Pedroza has listed his business name as Alfredo Pedroza and himself as the sole proprietor/owner of a business that offers finance/banking/investments consultation. The forms remained similar until 2018, where he was asked to list businesses that earned more than $10,000 and he had listed Poppy Bank, Mechanics Bank and Pacific Hospitality Group, which is the Meritage Resort in Napa, owned by Timothy R. Busch. The business is actually called Pacific Hospitality Group Ventures, Inc., and you can read the Secretary of State Statement of Information. It would appear Alfredo Pedroza has been taking consulting fees from Tim Busch/the Meritage Resort, but it is hard to say by public record alone. This was written before 2021 forms were due, so it is noted this was not listed for 2021.

Something shifted in 2019, however, when Alfredo Pedroza has kept his business as sole proprietor/owner, but now has a second business under his name where he states his business position as a "member." All three- Poppy Bank, Mechanics Bank and now "Pacific Group," (not Pacific Hospitality Group), are all listed under this second business entity where he lists himself as "member." There is a "Pacific Group" online that offers wealth management services, but we do not believe this is the business Alfredo Pedroza intended to submit.

Since 2018, Alfredo Pedroza has listed himself on his 700 forms an investor with EET Napa, LLC who owns Gran Electrica restaurant in Napa and also Napa Franchise Ventures II, LLC, another Timothy R. Busch venture, formed in 2016 in Delaware, of which Pacific Hospitality Group Ventures, Inc., is a member. He claims his investments to be between $10k-$100K each.
